The plant invests about 50 million yuan in controlling smelting tail gas in 2006 and 2007 continuously. Their smelting waste gas emission is close to zero and annual sulfur emission is reduced by over 6,400t from September 1, 2007. It is the first smelting plant with emission of molybdenum smelting waste gas superior to national standard in China, putting an end to the history of tail gas polluting the environment.

　　Over the years, CMOC always follows the principle of resource recycling in production activities and develops circulation economy vigorously. During "the Tenth Five-year Plan" period, CMOC implements 8,000t/day, 15,000t/day open-pit mining reform and expansion works and 30,000t/day open-pit mining expansion works successively to make open-pit mining capability up to 30,000t/day production capability. Pit mining is stop and transformed to open-pit mining to lower production cost and improve resource utilization rate.

　　During mine construction, CMOC always insists on putting life safety first, increases safety and environmental protection investment constantly, creates excellent, safe and environmental protective production environment to make mine production at good safe and environmental protection operation status. During "the Tenth Five-year Plan" period, CMOC puts into huge investment to organize and implement "Research on Extremely Complex Large Scale Vacant Area of Cavern Blasting Processing" and succeeds in mastering complex large scale vacant area treatment technology, with the vibration belt effect technology pioneering in China. CMOC has processed 12,800m² vacant area and 140,800m³ volume through the research achievement. This not only guarantees work safety of open-pit mining but also creates obvious economic and social benefits. In 2005, CMOC enhanced strength of ecological restoration and environment beautifying, and started to construct park type mining works. After over two years of efforts, CMOC mines have preliminarily formed the beautiful landscape of arbors enhancing each other and flowers setting off green leaves. Currently, the ongoing 30,000t/day open-pit mining supporting works (278 million yuan of total investment) will play great promotion effect for creating modern and harmonious mines and promoting sustainable development of enterprises in the future.

　　　Mineral separation: build gold and silver mountains through scientific and technological progress

　　In the mineral separation plant, CMOC practices clean production and comprehensive resource recycling through scientific and technological progress, and strives to realize maximized economic and social benefits.

　　From 2001 till now, CMOC "takes science and technology as guidance and innovation as driving force", invests 321 million yuan as scientific research fund accumulatively, and improves technical innovation capability of the enterprise comprehensively through cooperation with scientific research institutes and implementation of a series of key engineering, technical innovation project and technical innovation, guaranteeing healthy and rapid development of the group. During "the Tenth Five-year Plan" period, CMOC takes implementing key technical innovation works as supporter, integrates crucial process, advanced equipment and core technology with technical innovation, and transforms scientific and technical achievement to realistic productivity through innovation. In the first 10 months this year, CMOC has over 5 billion yuan of total sales income, including about 1 billion yuan of output from technical investment (accounting for 1/5 of total sales income). Over the years, aiming at poor production equipment supporting, high energy consumption and other issues, CMOC insists on taking scientific and technical progress and clean production implementation as the breakthrough and booster for adjusting the economic structure and transforming development method, and persists in combining advanced technology introduction, digestion, absorption and innovation to constantly improve independent innovation capability and expand new scientific and technical innovation field, realizing comprehensive connection with advanced level of the same industry worldwide gradually.

　　In 2001, aiming at 8,000t scheelite delivering to tailings pond without recycling annually and causing serious resource waste, CMOC cooperates with Russian Institute for Non-ferrous Metal under National Technical Center and Henan Province Scientific and Technology Department to obtain ideal process procedure and technical index through joint problem tackling, and signs joint development agreement with Xiamen Tungsten Co., Ltd., the largest tungsten product manufacturer in China to introduce 40 million yuan of capital and implement 4,500t/day comprehensive scheelite recycling engineering works (51.61 million yuan of total investment) which was completed and put into production in 2004. It produces 3,000t fine scheelite ore containing tungsten trioxide, and realizes about 50 million yuan of sales income and millions and millions of profits annually. In 2006, CMOC transformed the jointly constructed scheelite separation plant to the separation plant with 15,000t/day processing scale through the opportunity of constructing ten thousand tons of separation plant. In 2007, Lengshui scheelite recycling works and Chitudian scheelite recycling plant were started successively to change the situation of about 8,000t scheelite delivering to tailings pond without recycling annually, and saves millions and millions of tailings discharge cost annually to make CMOC over 30 years of scheelite recycling dream come true.

　　In 2003, CMOC introduces new flotation column molybdenum separation technology from U.S. Eric Company. After being tested in Mineral Separation Company III successfully, it is promoted in mineral separation plants of three major mineral separation and three holding companies comprehensively. Adopting new efficient and energy saving flotation column equipment and automatic control device from abroad, the process features simple process technology, small installation load, low power consumption, simple structure, low maintenance cost and easy to improve recycling rate, with its technical level at international leading position. The actual recycling rate of mineral separation increases from original 78% to 85% and grade of fine ore increases from original 46% to 51%. It can save power consumption by over 40% annually, reduce labor force by 2/3, increase recycling rate by 8 percentage point, improve fine ore grade by 5.4 percentage point and increase economic benefit by millions and millions of yuan annually.

　　In 2005, CMOC invested 23 million yuan and cooperated with Dandong Dongfang Measurement & Control Technology Co., Ltd. and U.S. THEOMO to reform automatic control of full process for major mineral separation companies to realize online detection of raw ore, fine or and tailings grades, stabilize processes, improve workers' operation environment and improve processing capability and recycling rate sharply through reforms. 5000 t/day separation plant of Mineral Separation Company II increases quality grade of fine molybdenum ore from 47% to 51% and that of molybdenum oxide from 51% and 57% to 57%, and 60% respectively with annual new sales income over hundred million. While implementing independent scientific and technical innovation and research and development, CMOC introduces advanced oversea equipment actively and brings in Sweden crushing equipment to increase raw molybdenum ore processing by 60% and annual benefit by 30 million yuan. During construction of ten thousand tons of separation plant of Company II and 5000t of separation plant of Company III, CMOC brings in advanced flotation machines and thickeners from U.S., Germany, Sweden and other countries to make new separation plant at leading edge of the domestic molybdenum industry in terms of environmental protection, energy saving, production increasing and quality to realize the purpose of energy saving, emission reduction and efficiency improvement and enhance market competitiveness of the enterprise. In "Lengshui 3,000t/day separation plant technology renovation works", the company cooperates with Changsha Non-ferrous Metallurgy Design and Research Institute and adopts international advanced Ф53m tailings dense technology to save energy and lower consumption. After densing, tailings concentration increases from 30% to 55% and ore pulp decreases sharply to save about 1 yuan for each ton of return water and lower millions and millions of costs annually.

　　In the waste water discharge process that is easy to cause pollution, CMOC adopts tailings densing technology at international advanced level to recycle concentrated return water before the plant and make return water rate up to 92%, achieving the purpose of pollution reduction and up-to-standard discharge.

　　Over several decades of years, molybdenum separation enterprises have been using sodium cyanide, "ace" inhibitor to obtain qualified fine tungsten and molybdenum ore. It is a toxic drug and 50mg cyanide can be fatal for people within minutes. During production, cyanide ion is discharged from waste water of flotation tailings to cause biology extinction in tailings pond and send out pungent odor. In case of tailings discharge leakage accident, it will cause destructive disaster for river, lake and farmland. It affects mining area environment, ecological destroy and health of employees and masses near the mining area. CMOC replaces sodium cyanide with sodium thioglycollate to solve the problem. After getting good test indexes, it is promoted in each mineral separation plant, which not only achieves ideal effect but also protects the environment. It completely eradicates cyanide pollution basically, changes water quality of the mining area obviously and generates win-win effect of non-toxic operation and molybdenum recycling rate improvement.

　　Smelting: solve pollution problem and get blue sky and white cloud

　　It is a global problem to control the issue of smelting enterprises destroying the environment. Due to high control investment and huge difficulty, many developed countries build smelting plants in a country with low environment requirements to avoid supervision of their environmental protection departments.

　　Implementing technical upgrading is another significant measure for CMOC to realize energy saving and emission reduction. In 2004, CMOC organizes scientific and technical personnel to learn from scientific research institutes and invites well-known experts to come to the company for site guidance. After half a year of scientific research and problem tackling, sodium sulfite product is produced through new dust collection and desulfurization technology and waste gas recycling.

　　To control emission of sulfur in smelting tail gas thoroughly, it invested 25.8 million yuan in implementing smelting fume control works in the beginning of 2007 and built purification, dry absorption, converted tail gas recycling and sewage treatment device. On August 28, CMOC smelting and roasting fume control project was completed and it was the smelting and roasting fume control project that CMOC took a lead in its implementation in the molybdenum industry nationwide. The project can decrease 6,428.6t sulfur emission annually to meet national zero emission standard, produce 24,037t industrial sulfuric acid (93%), recycle 1,888t sodium hydrogen sulfite, save 136.9 KWh power and increase 8.5 million yuan of income annually. Successful implementation of smelting and roasting fume control project makes CMOC Smelting Plant become the only molybdenum smelting plant with tail gas emission superior to the national standard.

　　Better combination of resource development and environmental protection drives CMOC to make great strides on the sustainable development road. Over the past 4 years, sales income, realized profit, paid tax and earned foreign exchange through exports of the enterprise grow at the speeds of 117%, 421%, 193% and 312% annually and respectively. The sales income will break 7 billion yuan this year and is expected to approach 20 billion at the end of "the Eleventh Five-year Plan" period.
